I don't understand the need for a tattoo. I think they can be somewhat sexy, but when there's a disconnect and people do random, stupid stuff like this dude has? Well... how is that a good idea. Do you think it helps him get laid? I think it makes him look like an idiot.
Either the guy has spent more years in a gang and in jail than attending school and college, or he just had a weird weed trip and decided to mock some convicts' fashion by mimicking such ugly tats with a marker. Who knows. I'd fancy his opinion should he ever stumble upon this post :-)
