Kind of a good idea. With so many people having to work, it would be tough to pull off here in the States.

Yes, sometimes this kind enforcement helps raising the awareness. In France, most towns have the usual regulation: obligation to put your trash outside within a limited time before the truck comes to pick them up. If it’s put outside on the wrong day it can be picked up and searched by a town’s deputy: any confirmation address found in the trash will result in a hurtful fine of 135€ - 375€ if not paid within 45 days.
Too cool. Unfortunately, Americans are too lazy or nobody is at home all day. :(
